		<description>Thanks for the great update of the UK&#039;s climate change policy. I agree that one department should organize climate change and energy issues together as either of them can&#039;t be solved ignoring each other. Recently, I&#039;m reading many papers on climate change and RE policies of the UK as it&#039;s interesting enough for Korea as a very centralized country; politically, financially, and also in the respect with human resources(relevante experts) to know what roles your local governments have done and also how they got back their autonomy, at least in part, through those policies. Like the USA, there&#039;s no national reduction target in Korea even though it&#039;s the 9th GHG emission country worldwide and it&#039;s emission increased 100% in 2005 comparing to 1990&#039;s. Yep, it&#039;s not one of Annex-I countries and still expects not to be the one from 2013. I&#039;m struggling to show what Korean local governments to do with the limited juridiction and resources they have. With the regard, I&#039;m grateful to know what&#039;s going on in the UK. Thanks again.</description>
